Biography

Counsel Harley Blosser is a licensed patent attorney specializing in all aspects of intellectual property, emerging technology and business law. As an IP attorney, Harley’s technical specialties include biotechnology, chemistry, clean energy and pharmaceutical patents; trademarks; copyrights; IP portfolio strategic management; licensing and enforcement.

He is actively involved with life science, technology, venture capital/emerging growth companies, not-for-profit organization practices and other industry areas. His client counseling extends to all aspects of managing intellectual property, including patentability and freedom to operate opinions, trademark branding, agreements related to transfer and licensing and enforcement disputes of all forms of intellectual property. Harley also is involved with due diligence associated with mergers, joint ventures, acquisitions and divestitures.

In his spare time, Harley can frequently be found on the tennis court, bike trail or reading a great history book or mystery novel.

Background

Harley earned his Juris Doctor from the University of Missouri at Kansas City School of Law and was a member of the Order of the Bench and Robe, graduating “with distinction.” Prior to law school, Harley earned his Bachelor of Arts in Chemistry from the University of Missouri at Kansas City, scoring in 99th percentile of the American Chemical Society National Chemistry Examination. He also earned his Bachelor of Arts in Administration of Justice from Rockhurst University and was a member of the Alpha Sigma Nu Honor Fraternity.

He is a member of the Bar Association of Metropolitan St. Louis and is past Chair of its Intellectual Property Law Section. Harley, recognized as Biotechnology Lawyer of the Year by Best Lawyers in America in 2018, and is currently also recognized as a “Best Lawyer,” selected by his peers in the St. Louis metro area for biotechnology, copyright law, IP litigation, patent and trademark law.

Harley was awarded the President’s Outstanding Service Award and was a member of Friends of Arch Grants (FOAG). He served on the Board of Directors and was Chair for FOAG Grantee Services. Harley was recently elected to the St. Louis Triple A Golf & Tennis Youth Foundation Board and currently volunteers his time for Wings of Hope, a humanitarian service organization. In addition, he is a current volunteer and served as President and Board Member for Volunteer Lawyers and Accountants for the Arts.

Harley is admitted to practice in the state of Missouri, before the United States Patent and Trademark Office, the United States Court of Appeals for the Federal Circuit, the United States Court of Appeals for the Sixth Circuit and the United States District Courts for the Eastern and Western Districts of Missouri.
