Todd Billy offers Sandberg Phoenix clients a wealth of experience as he is dedicated to Community Association Law. The core of Todd’s practice centers on advising condominium and homeowner association Boards with respect to governance, interpretation of governing documents, drafting amendments and new documents, collections, strategic planning, drafting rules, enforcement, contract review, opinion letters, FHA project certification for condominium associations, transition from developers and the inter-relationship between association and unit owner insurance policies.
Todd attended Truman State University in Kirksville, Missouri and earned his Bachelor of Science degree in Political Science in 2002. After conducting fundraising for a non-profit, he went back to school and earned a Masters in Arts degree in Political Science with a focus on Judicial Politics from Northern Illinois University. Todd received his Juris Doctorate from Saint Louis University School of Law in 2008.
Todd is a member of the Community Association Institute (CAI) and served on the Board of Directors of CAI Heartland Chapter and is currently Chair of the Missouri Legislative Action Committee of CAI. He is licensed in Missouri and Illinois.
